New UK Prime Minister Andy Burnham has unveiled plans for a major overhaul of the UK’s education system, introducing new technical education pathways from the age of 14 in an attempt to address the country’s skills shortage and prepare young people for a rapidly changing industrial landscape.

The reforms will allow students to combine core academic subjects, including English, maths and science, with technical education, employer links and workplace experience.

The Government said the new pathways will focus on sectors expected to drive future growth, including advanced manufacturing, engineering, AI, digital technology and clean energy.

For industries undergoing rapid automation and digital transformation, the announcement comes as manufacturers continue to face challenges recruiting people with the technical skills required to design, operate and maintain increasingly connected production systems.

Burnham said the reforms would put technical education “on an equal footing” with academic routes, arguing that young people should have access to respected career pathways whether they choose university, apprenticeships or direct entry into skilled professions.

“Whether you choose construction, coding or classics, you’ll get the skills you need and be given the respect you deserve,” Burnham said.

The Prime Minister’s own education followed the traditional academic route – he studied English at Fitzwilliam College, Cambridge, before entering politics – but his reforms aim to challenge the long-standing perception that university represents the default route to success.

However, industry and education experts have warned that improving the status of technical education will only succeed if schools provide students with exposure to the technologies shaping modern industry.

Speaking at an industry event earlier this year, David McGreene, Associate Dean for Games at the London College of Contemporary Arts (LCCA), said many young people are interested in technology such as 3D printing but are often disappointed by what they encounter in the classroom.

“When you say the word technology, students think robotics, 3D printing, and then when they get in the classroom, it would be woodwork,” he said. “And that turns them off, and that’s where the numbers have been in decline.”

McGreene said technical education needs to better reflect the skills required across digital industries and automated environments, where problem-solving, creativity and collaboration are increasingly important.

“Games development teaches systems thinking, problem-solving, iterations, prototyping, user-centred design, collaboration and multidisciplinary teams,” he said.

The need to strengthen technical skills is particularly pressing in manufacturing, where companies are investing in robotics, industrial AI and connected factory technologies while struggling to recruit engineers, technicians and specialists capable of supporting these systems.

Paraic O’Lochlainn, VP of eMaint, said youth unemployment and the industrial skills shortage should be addressed together.

“We currently have over a million young people outside education or work, yet industries such as manufacturing cannot find enough people to close this gap,” he said. “This is not a lack of ambition from our young workers; it is a failure of imagination from the system around them.”

O’Lochlainn welcomed plans to strengthen links between education and employers, arguing that workplace experience will be essential in preparing young people for modern industry.

“By providing structured workplace training, young people can gain key skills and build industry knowledge, growing their personal confidence in the job while also creating a stronger pipeline of skilled workers for the future,” he said.

The Government said local leaders, schools, colleges and employers will work together to design the new pathways around regional industries and growth sectors. The reforms are expected to begin rolling out from September 2028.

For manufacturers and automation companies, the success of the programme will depend on whether technical education can move beyond traditional perceptions of vocational learning and give young people meaningful experience of the technologies reshaping industry – from robotics and automation to AI-enabled production.
